One fixed field boss at level 15, and 136 mapped points spread over five spawner tables that all sit at level 20 or above except the ones in caves. The pin at the boss is the only guaranteed Arsox in the game.

4 alternatives checked against the field boss routeFive tables carry Arsox and the best of them gives it 20 of 101 weight at levels 20 to 25. The volcano groups run 13.4 to 19.3 percent at 20 to 27. It is a fine population once you are past 20, and it is not a way to get your first one at 15.
The grotto fields Arsox in pairs at levels 14 to 17 and as an alpha at 17 to 19. That is the only Arsox below the boss, by one level, and it is a 10 of 140 share, so you can clear the cave repeatedly and never see one.
The Sanctuary routes pool gives Arsox 20 percent of five outcomes, the Bamboo Groves pool 9.1 percent of three, and the Mount Obsidian common pool 7.7 percent of seven. Compared with a guaranteed boss fight these are a poor use of an egg.

The cheapest pairs on paper are Cremis with Mimog and Tanzee with Mimog, and Mimog holds under 2 percent of the roll in every group it appears in. The Breeding Farm is technology level 19 as well, four levels after the boss is already beatable.

Where do you find Arsox in Palworld 1.0?
A level 15 field boss at [-116, -491], plus 136 mapped points on the main island. The wild ones cluster at the Foot of the Volcano at levels 20 to 27 and in a northern patch at [235, -236].
What level should I be for the Arsox boss?
Around 15 with a bow or handgun and Mega Spheres. Bring Water damage, because Arsox is pure Fire and Water is the only element with a bonus against it.
What is the lowest level Arsox?
Level 14, in the Ravine Grotto. That is one level below the field boss and a much worse bet, since Arsox is only 10 of 140 selection weight on the grotto table.
Does Arsox keep you warm?
Yes. Warm Body gives the whole party Cold Resistance +2 while Arsox is in it, and since Arsox is also a ground mount, one Pal covers the ride and the cold on an Astral Mountains trip. It does not stack.
Is Arsox worth catching?
For an early base, yes. Kindling 3 with Lumbering 2 on one Pal is strong at level 15, and it drops 2 to 3 Flame Organ every catch.
