Frostallion is not a rank-breed result. Exactly one combination exists in the whole game, and it needs the Frostallion you are trying to get.
Frostallion+Frostallion
The Dark variant is its own field boss with its own Paldeck entry, and it is five levels harder at 65. It also sits inside a Wildlife Sanctuary, so catching it carries a wanted level this one does not. Catching it does not fill this slot.
There is no Frostallion slab. Five Pals in the whole game carry a summon tier and Frostallion is not one of them, so the field boss is the entire route.

Where is Frostallion in Palworld 1.0?
A single level 60 field boss at [-357, 509] in the Land of Absolute Zero, north of the Astral Mountains. There is nowhere else, and no wild Frostallion at any level.
What level should I be to catch Frostallion?
Around level 50 with Cold Resistance 2 armour and a rocket launcher. Much lower and the fight turns into a long one you will probably lose.
Which spheres work on Frostallion?
Legendary Spheres. Ultra Spheres land eventually but cost roughly twice as many, and the fight has no timer, so there is no reason to gamble.
Can you breed Frostallion?
No pair produces one. Two Frostallions breed into Frostallion eggs, so you have to catch the first yourself.
Does Frostallion come back if I kill it?
Yes. Field bosses respawn on server restart, or roughly an hour on a solo world. A failed attempt costs you nothing but time.
