One cluster holds most of the population and the level 66 alpha sits just north of it. These are Feybreak coordinates, which fall outside the range the main island map prints, so the pins carry the position.

21 more points appear in the World Tree at level 80. All of them sit on one aura spawner shared by 72 Pals at equal weight, so each roll is 1 in 72, and Astegon, Silvegis and Celesdir carry the same coordinates. It is not a second population.

Azurmane is not a night only Pal. None of its 112 known spawn points are restricted to night, so a daylight sweep of the ice fields is exactly as productive as a night one.
It shares its two spawner groups with Sootseer, which takes about 40 percent of each table against its own 12.35 and 11.86 percent. Those are selection weights, not observed catch rates, and they are why the cluster feels emptier than 112 points sounds.
The alpha and the wild band are the same Pal at nearly the same level, 66 against 63 to 66, so the boss is not a shortcut to a higher starting level. Take it because it is guaranteed, not because it is stronger.
Why bother
Plasma Dash gives you an Air Dash while riding, which is the only movement skill of its kind on this stretch of the Paldeck and turns the ice fields and the ravines around them into flat ground. In a base it is Generating Electricity 5, and it drops 2 to 3 Electric Organ with 10 to 20 Electric Radiant Gem.
