21 points sit in the World Tree region at level 80. All of them sit on one aura spawner shared by 72 Pals at equal weight, so a roll there is 1 in 72 and 71 other Pals record the identical coordinates. Not a population and not a place to hunt.
The Ice form fills Paldeck 41B, swaps Watering 4 for Cooling 4, and has no egg pool at all where this one has two. Catching it does not fill this slot, and an Azurobe is one of its two parents.

Where do you get an Azurobe in Palworld 1.0?
Fastest from a fishing rod: the D River common pool gives 31.65 percent at levels 25 to 28. On land it has only 13 mapped points at levels 35 to 38, with a level 40 field boss at [-176, -266] standing among them.
Can you fish an Azurobe, and which rod do you need?
Yes, and only the Beginner Fishing Rod at technology 15. Azurobe sits in common pools, not rare ones, so nothing above the beginner rod improves the odds. The river pools are rated Easy and Normal.
What is the earliest level I can get an Azurobe?
Around 10, from the Island Shipwreck A common pool, which carries Azurobe at 5.93 percent across levels 10 to 20. That is 25 levels before the wild population and 30 before the alpha.
Why can I never find a wild Azurobe?
Because there are only 13 mapped points and they are all in one place near the Deep Bamboo Thicket at [-190, -265]. The odd part is that the spawner has no other Pal on it, so if you are standing there you will get one.
What level is the Azurobe alpha and what beats it?
Level 40, at [-176, -266]. It is Water and Dragon, so Electric and Ice both get a bonus against it. It respawns on server restart, so a lost attempt costs only the flight back.
