Every Celesdir spawn on the map

All three of the densest clusters are on Feybreak, and so is the level 65 alpha. Their in-game coordinates fall outside the range the main island map prints, so the pins carry the position rather than a number you can type into the compass.

A single alpha at [-965, -1172], by the Crystalized Ancient Tree, level 65. It is fixed, it respawns on server restart, and it is the only Celesdir you can plan a trip around.

The 21 World Tree points are a 1 in 72 roll

There are 21 more points in the World Tree region at level 80. All of them sit on one aura spawner shared by 72 Pals at equal weight, so each roll is 1 in 72 and Astegon, Silvegis and Kingpaca hold the identical coordinates. It is not a second population.

A large point count is not the same as a common Pal. Celesdir appears on 24 Feybreak spawner groups and its share runs from 1.19 to 2.16 percent on every one of them, with Sootseer taking about 40 percent of the same tables.
The drop table is a World Tree relic table: 30 to 50 Decayed, 10 to 20 Dormant, 4 to 8 Gorgeous, plus a Glowing at 50 percent and a Glistening at 25 percent. That is what makes a captured Celesdir worth farming after you have one.
Celesdir Noct is a different Paldeck entry, 157B, and catching one does not fill this slot. It is Dark rather than Neutral, it never spawns wild at all, and a Celesdir is one of its two parents.
Why bother
Lumbering level 7 is the headline: only a handful of Pals in the game beat it, and Celesdir pairs it with Gathering 4. Its partner skill heals you and your party Pals by 0.15 percent of Health per second while it rides, and adds 2 percent Attack and Movement Speed for each other Neutral Pal in the party. It also drops 10 to 20 Neutral Radiant Gem and 2 to 3 Hexolite Quartz.
