The desert cavern fields Dazzi as an alpha at levels 37 to 40 and in pairs at 33 to 36, which is above anything the open ground offers. It has no field boss anywhere.
The Noct form fills Paldeck 92B and is Dark and Electric rather than pure Electric. It has 166 mapped points at levels 50 to 66, twenty levels above this one, so catching one does not fill this slot.

Not in the wild. Every mapped point is level 30 or above. A low level Dazzi has to come out of a Breeding Farm or an Electric Egg.
Which egg hatches a Dazzi?
Electric Eggs from the Desiccated Desert and from the Mount Obsidian rare routes. Both pools hold exactly one outcome and it is Dazzi, so those two nests are a guaranteed hatch.
Is Dazzi worth keeping in the party?
Yes, while you are catching. Its bolts cannot take a target below 1 health, so it weakens Pals for you without ever killing the catch. Few partner skills do that.
