The boss, the wild band, and the parent you actually need
Everything Elizabee has sits in one stretch of forest: 42 wild points at levels 34 to 38 and a level 39 field boss beside them. The third pin is the Vaelet boss, which is the parent that gates the cheaper route.

The entire wild population is 42 points at levels 34 to 38 in one forest group, with 37 of them in a single cluster at [136, -99]. Elizabee holds 7.09 percent there while Katress, Helzephyr, Grintale, Tarantriss and Loupmoon each hold 14.18.
The Bamboo Groves pool gives Elizabee at 25.77 percent, which is over three times its best wild roll, though it shares that pool with 11 other outcomes. The alpha version sits in the same pool at 1.55 percent.

How do you get Elizabee Staff?
It is a 3 percent drop from Elizabee itself, so it is a repeat-the-boss job rather than a single fight. Every catch also gives a flat 5 Honey regardless.
