How to Get Fenglope

Take the level 25 field boss at [-258, -458]. It is the only Fenglope below level 45, because every wild one stands inside a Wildlife Sanctuary.

The one Fenglope you can reach early

Two very different encounters. The pinned boss is a fixed level 25 fight on the main island, and the wild patch is a level 45 pocket inside a restricted sanctuary on the far eastern edge.

All 11 mapped surface points sit in the No. 3 desert sanctuary at levels 45 to 50. The odds there are the best Fenglope gets, a selection weight of 50 out of 195 against five other Pals, but you have to reach a restricted island to use them.

Fenglope appears in zero egg pools. Not the common eggs, not the large or huge tiers, not a regional pool. For a Pal that 413 breeding pairs land on, an empty egg column is unusual and it is worth knowing before you crack anything.

Breeding rates cheaper than this fight, but the only pair that cheap needs a Mimog, which cannot be bred and is a rare filler entry in every spawner group it appears in. The next cheapest pair lands at about level 20, which is no bargain against a level 25 alpha.
Ninja camp 02-01 fields one Fenglope on its ground floor, with no level recorded for that encounter, so it is a thing that happens during a raid rather than a route.
The alpha is worth catching rather than killing even if you already have one. It is the fastest early mount in reach, and a second body lets you keep one saddled and one on lumbering.
Why bother
Fenglope is the double jump. Its partner skill, Wind and Clouds, lets you jump twice while mounted, which turns cliffs into shortcuts long before you own a flier. Every catch also drops 10 to 20 Neutral Radiant Gems, the material Neutral awakenings run on.
