The cheapest pair is Finsider with Ribbuny, two level 1 catches, and that number is the parents rather than the route. A Breeding Farm and a Cake is a larger project than flying to one meadow and throwing a sphere. Breed a Flopie only when you want specific passives on it.

Both grotto profiles carry Flopie on the boss and mid-boss tables, in threes at levels 22 to 25 and alone as an alpha at 27 to 29, at 10 of 110 weight against 10 other Pals. It is the only Flopie above level 25.

Paldeck 77 has no B entry, so there is no Flopie Terra, Ignis or Noct to catch by mistake. That is worth saying on a page next to Leezpunk, Gorirat, Surfent, Robinquill and Wixen, all of which do have one.

Flopie is the exception in this stretch of the Paldeck. Gorirat and Robinquill both list level 22 as their minimum and neither has any open ground below 30, because those points are cave spawns. Flopie really is on the surface at 22, which is why the meadow works and their hillsides do not.
Its whole population is four levels wide, 22 to 25 on open ground. There is no high level Flopie to farm, so if you want a strong one the only options are the grotto alpha at 27 to 29 or a Breeding Farm.
The open ground for Flopie is the Crescent Moon Shore meadow, where the 86 non-cave points actually are.
Why bother
Helper Bunny is the reason to keep a Flopie long after the Paldeck entry is filled: it walks beside you and picks up nearby items automatically, which no other Pal in this range does. On a base it covers five jobs at low level, Planting 2, Handiwork 2, Gathering 2, Medicine Production 1 and Transporting 1, and every catch drops 1 to 2 Lettuce Seeds to start the plantation it will then tend.
