Two very different things drawn together. The tight cluster over the Astral Mountains is the cavern entrances where Frostplume rolls at levels 39 to 45. Everything to the west is Sunreach, a sky island population at level 65 upward that most players reach far later.

Frostplume has no field boss, no enemy camp, no quest source, no raid tier and no fishing pool anywhere. The cavern alpha is the only guaranteed encounter it has, which is why the cave route is the one to take.
The rare route pool on the Frozen Egg holds six outcomes and gives Frostplume 9.09 percent. The Large Frozen Egg version of that pool holds fourteen and drops it to 0.55 percent, so only the small egg is worth opening for this.

The cheapest pair lands around level 38, one level under the cavern band, so breeding buys you nothing on access. It is still the only route where you pick the passives, which matters for a Pal you are putting on a cooler permanently.
