The Island Shipwreck B common pool runs levels 30 to 40 at Normal difficulty and gives Ghangler 94 of 352.5 weight. Four more pools give it a full third of their weight at levels 40 to 46, at Difficult.
The Sakurajima cave fields Ghangler as an alpha at levels 47 to 49 and in pairs at 40 to 45. There is no open-ground field boss anywhere, so this is the only alpha version that exists.
Hunter Sea Base camp 02-01 lists Ghangler in three of its rooms, one at the entrance and two in each outer corridor. Its level there is not known, but five in one camp is more than any wild patch gives you at once.
The cheapest pair is Majex with Moldron and it costs about level 35, five levels above the wild floor. This is one of the few Pals where the Breeding Farm is strictly the slower option.

Across 112 mapped points. The earliest and best is the shipwreck off Phantom Isle at levels 30 to 40, and the largest are the Feybreak beaches at levels 50 to 58. It is not a breeding-only Pal.
Which Ghangler spot has the best odds?
The shipwreck group and the Volcanic Cavern fish pool, both at half the spawner weight. The big Feybreak beaches are 12.7 percent and the coastal band beside Phantom Isle is 3.3 percent, the worst on the map.
Can you fish for Ghangler?
Yes, in 14 pools. Island Shipwreck B is the earliest at levels 30 to 40 and Normal difficulty, giving Ghangler 26.7 percent of the pool. Four Difficult pools at levels 40 to 46 give it a full third.
Should you breed a Ghangler?
Only for passives. A hundred and forty three pairs produce one, but the cheapest costs about level 35 against a wild floor of 30, so the Breeding Farm is genuinely slower here.
Is Ghangler worth catching?
Yes, for Watering 5. It is one of the earlier Pals in the game at the top watering tier, which frees a plantation from needing three lesser Pals, and it doubles as a water mount.
