What two Pals make Gobfin Ignis?
Gobfin and Rooby, and that is the only usable pair. The other combination is Gobfin Ignis with itself, which needs the Pal you are trying to get.

On 89 mapped points inside Mount Obsidian at levels 32 to 39, with 73 of them in one band around [-790, -381]. The Volcanic Cavern also fields it from level 32.
Can you get a low level Gobfin Ignis?
Not in the wild. Nothing is mapped below level 32. A low level one has to come out of a Breeding Farm, where it hatches at whatever level you bred for.
Does Gobfin Ignis use a water attack?
No. Its partner skill is called Angry Shark like the Water form, but the attack itself is Spirit Fire with a 1.1x multiplier. The 10 percent player Attack buff is identical on both.
Is Gobfin Ignis worth breeding?
As an early Fire worker, yes. Kindling 2 and Handiwork 2 on one Pal is useful before better Fire Pals arrive, and the 10 percent Attack buff works while it sits in the party.
