A single level 23 field boss on the main island, usually with ordinary Melpacas grazing around it. Kingpaca has no wild population anywhere, so this pin is the whole of the on-foot answer.

The only route where you choose the level and the passives, since the boss is fixed at 23. The cheapest pair is Flambelle with Mimog, but be warned that Mimog is the gate: it holds under 2 percent of the roll in all 93 of its main island spawner groups, so finding one takes far longer than its level 10 band suggests.

There are 21 World Tree points at level 80, and they are not a habitat. All 21 sit on one aura spawner shared by 72 Pals at equal weight, so a roll there is 1 in 72 and Jormuntide Ignis and Blazehowl carry the same coordinates. There is nowhere to stand and wait for one.
Kingpaca appears in zero egg pools in the whole game. Its base form Melpaca is the only outcome of the Huge Common Egg, which is the mix-up worth avoiding here.
The Ice variant is Paldeck 21B, it has Cooling 4 that this Pal does not have at all, and it never spawns wild anywhere. Catching it does not fill this slot, and a Kingpaca is one of its two parents.

Do I need Melpacas to use Kingpaca?
Not to get one, but its partner skill gives it 5 percent more Defense and Movement Speed per Melpaca in the party. A party of Melpacas is what makes the mount worth riding.
