Where to find the two parents
Lovander is the child here, so the heat is every mapped Loupmoon point, which is a lot of them. The Penking boss is pinned because it is the half of the pair you have to go and fight, and the third pin is the Lovander desert for comparison.

The desert cavern carries Lovander at both the Boss and MidBoss ranks at levels 37 to 40 with the alpha flag, and on its ordinary tables at 16.67 percent for levels 35 to 37. Worth a run for the alpha, though the open Twilight Dunes ground is twice as likely at 32.93 percent.
Lovander is the target of a Rookie Expedition Team side quest defeat step. That is a quest objective, not a way to obtain one, and the encounter has no listed level.
