Walk the Desiccated Dunes at levels 31 to 43. Menasting has 545 mapped points there, and a guaranteed level 44 alpha sits at [350, 537] if you want a fixed fight instead.

Every Menasting spawn in the desert

The desert reads as one continuous Menasting patch, and by point count it is. The pins cannot show that the ground underneath is seven different spawner groups whose odds are not the same, which is what the notes below are for.

The route
1Fast travel into the Desiccated DunesThe central band around [329, 350] carries 177 of the 545 points. It is the quickest place to start seeing scorpions, though not the best place to catch one.177 of 545 points in one patch

The cheapest pair is Blazehowl with Ghangler, and both parents sit at level 30. That is one level below the bottom of the wild band, so breeding buys you passives and level control, not access.

The densest patch is not the best odds. The 325 point group that covers most of the dunes gives Menasting 80 of 1,410 selection weight, 5.7 percent. A 44 point group in the same desert gives it 200 of 950, 21.1 percent, at levels 38 to 42.
Every mapped Menasting point is open desert, with zero dungeon spawns. The level 44 alpha is the closest thing to a fixed encounter, not a cave.
Venom Gland comes back 5 to 10 at a time at a 100 percent rate. Two or three catches cover a long stretch of Venom Gland crafting, which is worth more than most players expect from a Pal they caught for Mining.
Why bother
Menasting is a Mining 5 worker that also drops 5 to 10 Venom Glands every single catch, which is the fastest venom source most players find. In the party its Steel Scorpion skill adds 5 percent Defense and makes Electric Pals drop 40 percent more items, so it pays for itself on an Electric farming run.
