The Sky Islands pool holds exactly one outcome on both the Frozen Egg and the Large Frozen Egg, and that outcome is Muffly. Every one of those hatches into this Pal. The Marsh and forest Frozen Egg pool is three outcomes at 33.3 percent.

The grotto fields Muffly two or three at a time at levels 22 to 25, and as an alpha at 27 to 29. That is above the open grass and at slightly worse odds, 10 of 110 weight, so it is only worth it if you want the alpha.
Muffly has no field boss, no raid tier, no quest defeat step, no camp squad and no fishing source. The grotto alpha spots are the only fixed encounter it has anywhere.
One of the longer pair lists in the game, with Amione and Finsider the cheapest at about level 9. The Breeding Farm is technology level 19 though, four levels after Muffly is already standing on the grass, so breeding is a passives exercise.
