Where Whalaska actually turns up
Twenty-two mapped points and nothing wasted. Fifteen of them are the Astral Mountains cavern table at levels 42 to 44, seven are the Isle of the Glacial Core at levels 50 to 60, and a fixed level 55 field boss sits in the ocean between them.

One of them, `Spot_01`, runs levels 25 to 30 at Normal difficulty and gives it 10 of the 100 weight across the Pals in that table, which is 17 levels below any other route it has. Which of the 469 mapped fishing spots runs that lottery is not known, so it is not marked on the map. On the ocean tables it is far better placed, at 94 weight of 396 against only three other Pals.
More pairs land on Whalaska than on any other Pal in this batch, and the cheapest is about level 38, four levels under the cavern hunt. That is close enough that it comes down to what you want: a bred Whalaska carries the level and passives you chose, and a cavern one does not.

Is Whalaska rare with only 22 spawn points?
