Run the Astral Mountains caverns at level 42. Whalaska shares that spawner table with Polapup and no one else, so roughly every second Pal down there is the one you came for.

Where Whalaska actually turns up
Twenty-two mapped points and nothing wasted. Fifteen of them are the Astral Mountains cavern table at levels 42 to 44, seven are the Isle of the Glacial Core at levels 50 to 60, and a fixed level 55 field boss sits in the ocean between them.

Whalaska is on nine separate fishing tables. One of them, `Spot_01`, runs levels 25 to 30 at Normal difficulty and gives it 10 of the 100 weight across the Pals in that table, which is 17 levels below any other route it has. Which of the 469 mapped fishing spots runs that lottery is not known, so it is not marked on the map. On the ocean tables it is far better placed, at 94 weight of 396 against only three other Pals.
More pairs land on Whalaska than on any other Pal in this batch, and the cheapest is about level 38, four levels under the cavern hunt. That is close enough that it comes down to what you want: a bred Whalaska carries the level and passives you chose, and a cavern one does not.

There are also 21 points in the World Tree region at level 80. All 21 sit on one aura spawner shared by 72 Pals at equal weight, so a roll there is 1 in 72 and 71 other Pals carry the identical coordinates. Not a population, and not a place to hunt.
Whalaska appears in zero egg pools, so the Large Frozen Egg it is often credited to will not produce one. Its Ignis variant is the Pal that sits in a frozen egg pool, at 31.2 percent of the World Tree Huge Frozen Egg.

Is Whalaska rare with only 22 spawn points?
No. It shares the cavern table with Polapup at equal weight, so about half of what spawns there is a Whalaska, and it holds 40 percent of the island table. Very few Pals with hundreds of points do that well per roll.
Can you catch Whalaska by fishing?
Yes, and it is the earliest route it has. It sits on a Normal difficulty fishing table at levels 25 to 30, and on the ocean tables at 94 weight of 396. Which mapped fishing spots run those lotteries is not known.
Does a Large Frozen Egg hatch into Whalaska?
No. Whalaska is in zero egg pools. The frozen egg that does contain a whale is the Huge Frozen Egg in the World Tree pool, and it gives Whalaska Ignis at 31.2 percent.
