Gloopie Primo lives only in the Sunreach sky islands, above the Crystalline Archipelago, at levels 65 to 66. Sunreach is a volume inside the main island rather than a separate place, so this is one population of 14 points, not two of 14.

Gloopie Primo is the weight 94 common entry on the Sky Island fishing table at levels 65 to 69, rated Very difficult. It is also on both World Tree tables at levels 71 to 79, rated Impossible, which is a difficulty tier and not a figure of speech. There is a big fish pond entry at weight 0.4 for levels 36 to 54, which is the only sub-60 source of any kind.

Two pairs in the entire game

Only 2 pairs produce a Gloopie Primo, among the narrowest sets in the game. One is Gloopie Primo with itself. The other is Gloopie with Valentail, and Valentail lives in the same Sunreach sky islands at levels 63 to 65, so the pair saves a player nothing at all: you have to fly up there either way, and this way you also pay for a farm and a Cake.

Gloopie is a far earlier and far commoner Pal

Paldeck 48 is Water and Dark, has 305 mapped points, and can be caught or fished on a shipwreck island at level 10. It fills a different Paldeck slot and it is half of the only usable breeding pair for this one, so catching a Gloopie is worth doing regardless.

Sunreach is not a second population. The sky islands are a volume inside the main island, so if you see two summaries, they describe one set of 14 points, not two.
Fourteen points is the entire wild presence, and there is no boss, no camp squad, no raid tier, and no dungeon appearance to fall back on. If the sky meadow is quiet, the eggs are the route, not a second lap.
The typing changes what you bring. Gloopie is Water and Dark and wants Electric with Dragon. Gloopie Primo is Water and Neutral and wants Electric with Dark, so a party built for the base form is half wrong here.
Why bother
Gloopie Primo is a Water team buff with the same base kit as its Dark counterpart. Cephalo-Princess raises the Defense of every Water Pal in the party by 15 percent, and it does not stack, so one is the build. At a base it covers Watering 2, Handiwork 2 and Transporting 2 from a single slot, which is identical to the base Gloopie. Each drops Aquatic Pal Fluids and Gloopie Tentacle at 1 to 2.
