Walk the level 28 to 30 band near Crescent Moon Shore, where 86 of its 106 mapped points sit. Bring a Fire Pal, since Petallia is pure Grass.

Every Petallia spawn on the map

All 106 points belong to two spawner groups and nothing else. The first is the level 28 to 30 band you should walk, the second is a level 55 to 57 band with better odds and a much harder fight.

Petallia Ignis is a different Pal

The Ignis form fills Paldeck 89B, is Grass and Fire, and lives only in the World Tree region at levels 71 to 73. It trades Planting 4 for Kindling 4, so it does not replace this one at a farm.

The two spawner groups are 25 levels apart and there is nothing in between. If you are level 40 and looking for a Petallia at your own level, no such band exists.
The late band has better odds than the early one, 23.8 percent of its group against 11.0 percent. These are spawner selection weights, not guaranteed catch rates, and they are why 20 points can beat 86.
Petallia is also the parent half of the only pair that produces Petallia Ignis, together with a Bushi. Catch a second one if you intend to go after the variant.
Why bother
The partner skill is the reason to own one: it raises the Planting level of every other Pal at the base by one, and it heals you for 75 percent of your health when you trigger it. Petallia itself carries Planting 4 and Medicine Production 4, so it is doing two jobs while it lifts everyone else.
