The cheapest is Ghangler with Mammorest at about level 30, which scores 12 levels below the wild band. In practice you are trading a two in five roll on a known islet for two parents, a farm and a Cake. Breed only when you want a chosen level or a passive set.

The 42.86 percent figure means Pierdon takes 3 of the 7 summed weight on the only table it appears on, which is as close to a coin flip as a mapped Pal gets.
Blazamut shares those exact 16 points at 28.57 percent, so a trip to Flamepulse Islet is a chance at both. If a Blazamut keeps spawning instead, that is the same table working against you rather than a wrong location.
Heat is the real failure mode, not the fight. Players lose runs on this islet to ambient damage while looking at a level 44 Ground Pal and expecting an easy catch.
Why bother
Pierdon is a mining body with an unusual drop table: Ore, Coal and Sulfur, 4 to 5 of each, every single time it is defeated. Nothing about that is chance based. Its partner skill, Power Stone, adds 50 percent damage against enemies suffering the Muddy status while it is in the party.
