Palworld's Aquatic Construction Kit Just Dropped 43 Levels

Building on water moved from level 66 to level 23, from four Ancient Technology Points to one, and from 600,000 work to 600. Here is the full recipe change and why level 23 is the exact number Pocketpair landed on.

The Aquatic Construction Kit was the most expensive thing in Palworld that almost nobody owned. It unlocked at level 66, cost four Ancient Technology Points, and demanded 600,000 work, which is roughly the point where a reasonable person decides their base is fine on land.

In v1.0.3 it unlocks at level 23, costs one Ancient Technology Point, and needs 600 work. That is a 43 level drop and a thousandfold cut to the crafting time, which makes water bases an early game strategy rather than a post-endgame flex.

What the kit actually does#

The Aquatic Construction Kit is a key item that allows base foundations to be placed on water. That is its entire function, and it is the only way to do it.

The appeal is not novelty. Palworld's terrain is aggressively uneven, and most of the work in laying out a base goes into fighting slopes, rock outcrops and the height limit you inherit from wherever your Palbox landed. Open water removes that problem completely. It is perfectly flat, it is unobstructed in every direction, and it lets you run a single continuous platform across an area large enough to link what would otherwise be several disconnected build zones.

Why level 23 is the exact number#

The unlock level did not land on 23 by feel. It is a consequence of the recipe change, and you can see it by checking what each material costs you to make.

The old recipe was gated twice over. Coralum Ingot does not unlock until level 62, and High Quality Wooden Board until level 43. A kit built from those two ingredients could never have sat below level 62 no matter what its own tech node said, so the level 66 placement was really just honoring its own materials.

Every ingredient in the new recipe is basic. Ingot is the plain two ore smelt with no tech gate of its own. Wooden Board unlocks at level 15. Cement unlocks at level 19, and that makes Cement the highest gate in the entire recipe.

Level 23 is the first sensible number above Cement. Pocketpair did not lower the kit to 23, they lowered its ingredients and the kit followed.

The work requirement tells the same story. At 600,000 the kit was a multi-Pal, multi-session production job. At 600 it is effectively instant, on par with routine crafting rather than a build project in its own right.

What this changes about early base planning#

A level 23 water unlock lands well before most players have settled on a permanent layout, which is what makes it interesting rather than merely cheaper.

  • Flat space arrives before you need it. You normally commit to a base site early and live with its terrain for the rest of the run. Now you can commit to water instead.
  • Cement is the only real prerequisite. It needs Stone, Bone and Aquatic Pal Fluids, all of which you are already collecting by the late teens.
  • Wooden Board got cheaper in the same patch. It takes Fiber, and v1.0.3 doubled the Fiber you get from trees, so the board half of this recipe is quietly easier too.
  • One Ancient Technology Point is a low bid. At four points the kit competed with genuine endgame unlocks. At one it competes with almost nothing.

Building it on a fresh save#

  1. 1Reach level 19 and unlock Cement

    Cement is the highest gated material in the recipe, so nothing else in the list will hold you up.

  2. 2Set up a crusher and bank 30 Cement

    It takes Stone, Bone and Aquatic Pal Fluids, so keep a water Pal in the party while you gather.

  3. 3Smelt 10 Ingot and craft 15 Wooden Board

    Wooden Board needs Wood, Fiber and Nails, and Fiber now drops at double rate from trees.

  4. 4Spend one Ancient Technology Point at level 23

    The kit sits in the Ancient Technology tab, not the main technology tree.

  5. 5Place your foundation on open water

    Pick a stretch wide enough to hold the whole footprint, since the advantage disappears if you clip the shoreline.

What to watch#

The obvious follow-on question is whether water bases behave differently under base raids, and that is worth testing rather than assuming. Pocketpair did not change raid behavior for water bases in this patch, and v1.0.3 separately added a bAllowEnemyCampSpawnNearBaseCamp server setting that lets server owners deliberately allow enemy camps closer to player bases.

The larger point is that this unlock has spent its whole life being theoretically excellent and practically ignored. It is now cheap enough that the only reason not to try it is that you have not gotten around to it.
