There is no single best base location, because the three things players actually want from a base pull in different directions. The best all-round answers are the River Megabase Hub at -321, -1389 for a headquarters that quarries can feed, the Crystal Pool Paradise at -540, -1361 for the best-looking site you can start building immediately, and the Soralite Ore Peak at 583, 144 for a huge, flat, open town site. Everything else below is sorted by what you are trying to get.

The first ten locations come from Vilestride's survey of the most distinctive new 1.0 build sites: crystal pools, sinkholes, a half-made village, waterfall terraces and the open ocean. They are chosen for what the terrain lets you build, not for what grows inside the base radius.
Seven practical bases from first camp to endgame hub

Do you need the Aquatic Construction Kit to build on water?
For deep water, yes. The World Tree foot and the open ocean are only buildable with it. The Crystal Pool Paradise is the exception on this list: its pool is shallow enough that ordinary foundations drop straight in.
Where should you build your very first base?
The Hill of Beginnings Starter Basin at 230, -486. It is flat and easy to build on and keeps wood, stone, a small ore cluster, berry bushes and plentiful Paldium within a short walk, with Lamballs and Chikipis nearby for the first capture-and-XP loop.
Can you build an underground base in Palworld 1.0?
Yes. The flat desert at -1281, -633 in Sandstone Gate hides a massive underground cavern behind a tiny hole in the ground, which is large enough for a full base with only a ladder visible at the surface.
